Helicopter engines for the President

THE PHILIPPINES is buying two helicopter engines for the Presidential Airlift Wing, the unit of its Air Force that works with presidential security in providing airlifting services for its head of state.

The Office of the President’s (OP) Bids and Awards Committee said it is procuring two units of Twin Pac Engines with models PT6T-3BE and PT6T-3DE for its two B-412 helicopters.

The approved budget for the two engines are priced at P120 million and P139 million, respectively.

Lt. Col. Enrico B. Canaya, spokesperson of the Philippine Air Force said that the Presidential Airlift Wing is currently using three B-412 helicopters and one S70a chopper as well as two fixed-wing planes -- an F-27 and F-28 plane.

In a related development, four foreign defense contractors have joined the pre-bid conference for a contract to supply two anti-submarine helicopters for the Philippine Navy, one of the big-ticket modernization projects of the Department of National Defense (DND).

Augusta Westland, PT Dirgantara Indonesia, Israel Aerospace Industries, and a joint venture between Bell Helicopter Asia (PTE) Ltd. and Serpenair Group, Inc. have expressed interest in the P5.4-billion contract, Prime S. Berunia, media relations officer of the DND, said.




The Philippine Navy earlier considered getting AW-159 “Wildcat” helicopters, for its utility in the battlefield as well as its search and rescue and anti-surface warfare capabilities.

The DND Bids and Awards Committee has scheduled the opening of bids on Oct. 21.

In a past interview with BusinessWorld, DND Public Affairs Service Chief Arsenio R. Andolong said that the anti-submarine helicopters will be stationed in the Philippine Navy’s two Hamilton class cutters -- BRP Gregorio Del Pilar (PF-15) and the BRP Ramon Alcaraz (PF-16).

Funding for the procurement of the two choppers will be sourced from the Modernization Trust Act Fund of the Armed Forces of the Philippines.


The choppers will be used to address the growing security challenges the Navy is continuing to face including the country’s territorial defense and for internal security.

A pre-bidding conference is scheduled on Oct. 16 at the Executive Secretaries Hall and Gallery at the 4th floor of the Mabini Hall Building in the Malacañang compound.

Deadline of the submission of bids as well as the bid opening date is scheduled on Oct. 30, 2014.
